The Country That Spent
Its Oil On Purpose

A curious traveller, two wise mentors, and a strip of desert coast with almost no rain and no river at all — which sold pearls until a laboratory abroad ended that trade in ten years, then found oil, worked out roughly when it would stop, and spent it building the harbour, the airport and the airline where the whole world now changes planes.

CHAPTER 1 · PART ONE: ARRIVAL

The Pearl and the Boarding Card

Twenty-two souvenirs now. The row had grown so long it needed a second shelf.
Charlie spun the globe and stopped it on a thin wedge of desert beside a warm sea.
There's nothing there.
There is sand, salt and sun. That is the entire hand.
Then he set two things on the desk: one small pearl, and a folded boarding card.
What have those got to do with each other?
One of them stopped. Watch what they bought with the next thing.
Beside them he put a little vial of oil, and an hourglass more than half run through.
On the globe, gold threads ran out of that wedge of desert to every continent at once.
WORTH REMEMBERING

Charlie's question for this whole book: In 1966 a small emirate on this coast found oil — and worked out early that it did not have very much of it. So instead of simply spending the money, it spent it on a harbour, an airport and an airline. Today oil is roughly one per cent of Dubai's economy, and more international passengers pass through its airport than through any other airport on Earth. What do you do with money you know is going to stop?

CHAPTER 2 · PART ONE: ARRIVAL

Fifty Years Old and Full of Everybody

An engineer was waiting on a stone quay beside a little wooden water-taxi.
Are you my guide?
Fatima. I move water and electricity. Here, that is the same job.
They crossed a saltwater creek where wooden boats still load sacks by hand.
The market smelled of cardamom and sawdust and was older than the country itself.
Then a driverless train arrived, silent and spotless, with nobody driving it.
And the towers went up out of the sand as if somebody had drawn them there.
Outside, the air hit her like an open oven. Every walkway was shaded and misted.
How hot IS it?
Forty-five in summer. The shade is engineering, not decoration.
At a roadside counter she was given spiced tea in a glass the size of an egg cup.
In the evening they walked a marble courtyard under domes, and it was suddenly cool.
And the street stayed awake, in about nine languages at once.
WORTH REMEMBERING

This country is younger than most of the readers' grandparents: seven emirates joined together on 2 December 1971. About 10 million people live here now — and roughly 88 per cent of them were born somewhere else, from about 200 different countries. Barely one resident in ten is an Emirati citizen. There is nowhere else on Earth quite like that.

Day one. 🏙️ Towers standing in actual SAND. 45°C — the shade is BUILT. Driverless trains. Wooden cargo boats and glass skyscrapers on the same water. The country is younger than my dad, and 9 out of 10 people here came from somewhere else. 😳

CHAPTER 3 · PART TWO: NATURE

Sand, Salt and Sun

In the morning they drove inland, and the world became one enormous slow orange sea.
Fatima held up a rain gauge with a thumb's depth of water in the bottom.
Is it broken?
That's the year. About a hundred millimetres. London gets six times more.
In the east, bare rock mountains stood up out of the gravel with no soil on them at all.
Their valleys were dry — but the flood marks were high on the walls.
So it DOES rain?
Rarely, and then all at once. Remember that for later.
Along the coast, flat white salt pans where the sea had come and gone and left its salt.
And one broad old tree, holding a pool of shade, its roots reaching far out of sight.
At dawn there were oryx on the dune crest, which do not need to drink very often.
And the sea itself was shallow, jade-green, and hotter and saltier than most oceans.
Meadow wrote out the hand. It was the thinnest hand in the whole series.
No river. Anywhere. In the whole country.

Here is the whole opening hand: about 100 mm of rain a year, summer days over 45°C, not one permanent river, and most of the land is desert — including the northern edge of the Empty Quarter, the largest continuous sand desert on Earth. The sea alongside is shallow and unusually salty. Nothing here says build a global city. But the same map says something else, very quietly: this coast sits exactly between Europe, Africa and Asia.

CHAPTER 4 · PART TWO: NATURE

Three Thousand Years of Moving Water

Then, out of nowhere, a forest. Tens of thousands of date palms, in tidy rows.
Water was running through it — clear, cool, in a little stone channel.
Where's it COMING from?
The mountain. Underground. Downhill all the way, for kilometres.
Fatima put her hand in the channel and told her how old the idea was.
Three thousand years old?
At least. And it works today because water underground does not evaporate.
So you tap the rock under the mountain and walk the water home in the dark.
Above ground, the sun takes your water. Below ground, it cannot reach it.
And at the end of the channel: shade, dates, and somewhere worth living.
So the forts were built where the water arrived, and the rulers sat beside the palms.
Everything else — the camels, the trade routes, the year — followed the water.
And the old skills stayed: a hood, a glove, a perch, kept in perfect order.
WORTH REMEMBERING

These channels are called aflaj, and some of them have run for about 3,000 years; the oasis system at Al Ain is a UNESCO World Heritage site with roughly 147,000 date palms. The science is one sentence: hidden water does not evaporate. Every serious question in this country, from 1000 BC to this morning, is the same question — how do you get fresh water in a place that has none? The technology changes. The question never does.

CHAPTER 5 · PART THREE: HISTORY

The Trade That Ended In Ten Years

Out in the shallow sea lay pale banks of oyster shell — and that was the old fortune.
Every summer the wooden boats went out for months, and the whole coast went with them.
Fatima held one pearl up to the window light, and it glowed like a small moon.
How did they get them?
Breath, a nose clip and a stone. Ten, fifteen metres down, all day.
No air tanks. A bone clip, leather finger caps, a neck basket, a rope and a heavy stone.
A pearl is just an oyster being tidy: layer after smooth layer around one speck of grit.
And then, in about ten years, it stopped — and the boats were pulled up and left.
The houses stayed cool by catching the wind in a tower. The money did not stay at all.
Why did it stop?
A laboratory in Japan learned to grow pearls. Then the world's money crashed.
Today the sails still race, for pride. The trade behind them is a memory.
THE STORY IN TIME
about 1000 BC

Underground falaj channels bring mountain water to the oases; settled life begins.

1700s–1920s

Pearling is the main industry of this coast; hundreds of boats sail each summer.

1930s

Cultured pearls and the Great Depression end the pearl trade within about a decade.

1958–1962

Oil is found offshore Abu Dhabi and the first cargo is exported.

1959–1963

Dubai borrows money to dredge its creek so bigger ships can come in.

1966–1969

Dubai finds its own, much smaller, oil field and begins exporting.

WORTH REMEMBERING

This is the fact that explains everything that comes later. Until the 1930s, pearls were this coast's whole economy. Then a laboratory in another country learned to grow pearls in farms, the world slid into the Depression, and the trade was finished in roughly ten years. Nobody here had done anything wrong. This country learned, a whole generation before the oil arrived, that an industry can simply end.

🦪 PEARLS were EVERYTHING here — then gone in TEN YEARS because of a laboratory 6,000km away. Not their fault. Nothing they could do. ★ So when the oil showed up, the grandparents already KNEW how this ends. That's the whole reason they behaved differently.

CHAPTER 6 · PART THREE: HISTORY

A Borrowed Dredger, Then Oil

The first big decision was not glamorous. It was a dredger, and a sandbar.
The creek was a trading creek, and a trading creek that silts up stops being one.
So they borrowed money to dig MUD?
Before the oil. That is the part people forget.
Then, out on the flat sea, a steel platform found what everyone had been hoping for.
Oil money came ashore and turned into tarmac, water pipes, clinics and power lines.
And schools, in a country where most adults had never been to one.
In 1971 seven small emirates did the sensible, difficult thing and became one country.
Charlie was sitting on a wall above the shore with the sentence the book turns on.
Everyone finds money eventually. The question is only ever: what did you buy with it?
WORTH REMEMBERING

Oil was found offshore Abu Dhabi in 1958 and first exported in 1962; Dubai found its far smaller field in 1966. Abu Dhabi holds about 94 per cent of the country's oil — roughly 98 billion barrels, about 6 per cent of the world's proven reserves. Dubai's share was always small, and everybody in the room knew it. Being the emirate with hardly any oil turned out to be the luckiest thing that ever happened to Dubai.

🛢️ Abu Dhabi has ~94% of the oil. Dubai got almost none — so Dubai had to think. They dredged the creek BEFORE the oil even came. Charlie: 'everyone finds money; the question is what you bought with it.' Botswana bought schools. Norway bought a savings jar. Watch this space.

CHAPTER 7 · PART FOUR: SCIENCE MEETS SOCIETY

The Eight-Hour Circle

Fatima drew one circle on a wall map, and Meadow finally saw the trick.
Everything inside that circle is eight hours away from here. By plane.
Inside the circle: Europe, Africa, India, China, most of south-east Asia. Most of everybody.
So you do not fly between all those cities. You make them all fly through you, once.
In 1985 the new airline had two leased aircraft and ten million dollars. That was it.
Forty years later the apron at dawn looks like a car park for wide-body jets.
And the terminal is a city with a roof, where nobody is from here and nobody stays.
Underneath it all, kilometres of steel belt, moving other people's suitcases.
Nobody's even LEAVING the airport.
Most don't. That's the business. We sell the middle of the journey.
WORTH REMEMBERING

Look at the geography again: about two thirds of the world's population lives within an eight-hour flight of here. Emirates began in 1985 with two leased aircraft and about US$10 million; it now flies to roughly 140 cities in about 80 countries and is the largest operator of the Airbus A380 and the Boeing 777. Dubai International has been the world's busiest airport for international passengers since 2014, handling 92.3 million passengers in 2024. They did not sell a destination. They sold a connection.

✈️ TWO THIRDS OF ALL HUMANS are within 8 hours' flight of here. So they built a HUB: everybody's plane stops in the middle instead of flying direct. Started 1985 with TWO planes. Now the busiest international airport on Earth. Singapore did this with SHIPS. Same idea, up in the air.

CHAPTER 8 · PART FOUR: SCIENCE MEETS SOCIETY

The Harbour They Dug Out of Nothing

Down the coast there was no natural harbour at all. So in the 1970s they dug one.
Out of the SAND?
Out of the sand. It is still the largest man-made harbour in the world.
Fatima stood under a crane beside one container and did the arithmetic out loud.
Fourteen million of these come through here every year. Roughly.
The cranes never stop, and a ship that waits is a ship losing money.
Beside the water they drew lines on empty sand and made a different set of rules.
A free zone: bring your company here, own all of it, keep your goods untaxed in transit.
So the old re-export trade grew up: buy here, sell there, and gold by the kilo.
But look at the map properly. Almost all the oil goes out through one narrow gate.
So they built a pipeline across the mountains to a port on the open ocean instead.

Jebel Ali opened in 1979 as the largest man-made harbour on Earth and handles around 14 million containers a year; its free zone, opened in 1985, let foreign firms own their business outright, and the port company now runs terminals on six continents. Meanwhile about a fifth of the world's oil passes through the narrow Strait of Hormuz — so since 2012 a pipeline has carried up to 1.5 million barrels a day across the country to Fujairah, on the open ocean side. A chokepoint is only a weakness until you build a way round it.

How a Desert Drinks Now

9aThe trick is stealing heat that was going to be wasted
In a kitchen, Fatima boiled a pan of seawater dry and showed her the ring left behind.
The SALT stays!
The salt stays. The water leaves as steam. That's the whole industry.
The industrial version stands on the shore and is the size of a small town.
And here is the clever part: it boils the sea using the waste heat from a power station.
So one plant makes the electricity for the air conditioning and the water for the taps.
Whole districts are cooled from one plant, through pipes, like heating in reverse.
WORTH REMEMBERING

Almost all this country's drinking water is taken from the sea. The Gulf states together hold close to half the world's desalination capacity, and Jebel Ali is one of the largest desalination complexes anywhere. It works because the plants sit beside power stations and use heat that would otherwise be thrown away. But the honest half: desalination is thirsty for energy, it returns hot, extra-salty water to a sea that is already very salty, and the UAE has one of the highest water use per person in the world. Every solution here has a bill attached.

9bWhich is why the electricity had to change
Fatima did not skip the outfall, where the leftover brine goes back warm and heavy.
So: the sunniest place imaginable, finally used for something other than heat.
And four grey domes on the coast, splitting atoms to boil water instead of burning gas.
And lettuce, grown indoors under pink lamps, on a fraction of the water a field needs.

The new arithmetic is remarkable. The Mohammed bin Rashid Al Maktoum Solar Park is heading for 5,000 MW by 2030, and bids here have set world-record low prices — around 1.35 US cents per kilowatt-hour, some of the cheapest electricity ever contracted anywhere. The Barakah plant's four reactors (about 5.6 GW) came online between 2020 and 2024 — the first nuclear power station in the Arab world — and can supply up to a quarter of the country's electricity. The country that sells oil is quietly buying itself a way to stop needing it.

🥄→🌊 Boil the sea, keep the water, leave the salt. Do it with the WASTE HEAT from a power station (free energy twice!). ⚠️ But it costs a lot of power and sends hot salty water back. So: world's cheapest SOLAR (1.35 cents!) + 4 nuclear domes. The oil sellers are un-oiling themselves. 🤯

CHAPTER 10 · PART FOUR: SCIENCE MEETS SOCIETY

Concrete, Metal and Mars

Then they stood at the bottom of the tallest building on Earth and looked up. And up.
828 metres. Half a mile of building.
And a fact Meadow refused to believe: the desert sand is useless for concrete.
There's sand EVERYWHERE!
Wind-blown grains are too round and too fine. Concrete needs sharp grit.
So they import construction sand — and pour at night, with ice in the mix, or the heat sets it too fast.
Next door to the cheap electricity they put the hungriest factory there is: a smelter.
Aluminium is basically solid electricity. Sell the metal, and you have exported the energy.
So the power goes out in a BOX?
In an ingot. Rather elegant, isn't it.
And then, in a clean white room, the strangest thing in the country: a spacecraft.
In mission control, Fatima showed her the curve that took it to another planet.
YOU built that?
A team of about two hundred of us. Average age under thirty-five.
On 9 February 2021 it arrived, and a desert country was in orbit around Mars.
WORTH REMEMBERING

The Burj Khalifa is 828 m tall and set a world record by pumping concrete to 606 m — mixed with ice and poured at night, because in this heat concrete sets before it can be finished. Desert sand is too rounded for good concrete, so construction sand is imported. Meanwhile the UAE is one of the world's largest aluminium producers, which is a way of exporting cheap energy as metal. And the Hope probe, built by around 200 Emirati engineers — about a third of them women, with women leading the science team — reached Mars orbit on 9 February 2021: the first interplanetary mission by any Arab nation.

CHAPTER 11 · PART FOUR: SCIENCE MEETS SOCIETY

Two Hundred Nationalities

That night Meadow went back to the airport, on purpose, just to stand and watch.
She pressed her forehead to the glass. It was two in the morning and nobody was still.
Every single one of these people is on their way to somebody.
Because a country of ten million people with one million citizens is run by everybody.
Crane drivers, nurses, chefs, engineers, teachers, cabin crew. From two hundred countries.
And Fatima took her to a shaded rest shelter at midday and did not skip the hard part.
This city was built mostly by people from South Asia, far from their families, many for small wages. Some rules were bad.
The law changed: passports stay with the worker, wages go through a monitored system, and outdoor work stops at midday in summer. Whether that is enough is still argued.
So a great river of money runs out of this country every month, to families elsewhere.
At lunchtime the same counter sold tandoor bread, rice, noodles, dates and coffee.
And in the classrooms, a wall of small flags, and books in several alphabets.
And on every sandy lot at dusk, taped stumps — the national sport nobody legislated.
And in the majlis, the old rule survived: sit down, pour coffee, listen before deciding.
And in the new museum by the sea, sunlight came through the roof like rain.
WORTH REMEMBERING

About 88 per cent of residents were born abroad — the highest share of any country this size — from roughly 200 nationalities, and around one in ten residents is an Emirati citizen. Tens of billions of dollars a year are sent home from here, making the UAE one of the world's largest sources of remittances. Reforms since 2009 brought in a monitored wage-payment system; employers may not hold a worker's passport; and outdoor work is banned in the hottest midday hours of summer. The city was built by people from somewhere else, and that is the plainest fact in this book.

🌍 200 nationalities. 88% born somewhere else. The people who BUILT this mostly came from South Asia, a long way from home, for not much money — Fatima said it straight and didn't dress it up. Rules got better (wage system, passports, no midday work in summer). Not finished. Hold both. Like the t-shirt in Bangladesh.

CHAPTER 12 · THE BIG PICTURE

What the Sand Is Owed

Out in the dunes, a capped wellhead sat quietly with sand drifting against the fence.
And a small field, given up, with salt crusting where the water had been pumped too hard.
And in 2024 the rain that hardly ever comes came all at once, and the roads became rivers.
On a low wall at golden hour Fatima listed the cracks without being asked twice.
Almost all our water is manufactured. Nine tenths of our food arrives by ship. And it is getting hotter.
From the ridge Meadow could see the whole chain at once: dunes, palms, plant, port, towers, plane.

Read the chain slowly. No rain and no river forced three thousand years of moving water in the dark; pearls made the coast rich and then ended in a decade, teaching the country that industries die; oil arrived in a place that already knew that; so it was spent on a dredged creek, a dug harbour, a free zone, an airline and an eight-hour circle; people came from two hundred countries to build and run it; and now the sun and the atom are being bought to replace the barrel. Every single step was a decision.

Charlie was sitting on the wall on the dune ridge, tapping his glasses, as if he'd always been there.
He turned the little pearl over in his fingers. “Don't ask what built this place,” he said. “Ask what would undo it.”
Water. Heat. And everybody deciding to fly direct.
Good. Two of those are physics. One is other people's choices.

CHAPTER 13 · WHAT LASTS · COMING HOME

Money That Was Always Going To Stop

Under a broad ghaf tree at golden hour, on a bench beside a brass coffee pot, sat a familiar old man.
“Look at Charlie,” he chuckled. “Puts a pearl on a desk, tips over an hourglass, then has a nap.”
He didn't explain ANY of it!
He never does. That's the whole gift.
Then, quietly: “He asked what you do with money you know is going to stop. And you walked the answer.”
You buy things that keep earning after the money stops. A harbour. An airport. Engineers.
And what will you keep, when it's yours?
WHAT MADE IT LAST · the strengths rivals can't copy

🗺️ A position two thirds of humanity can reach in eight hours

Between Europe, Africa and Asia. No competitor can move itself closer to everybody — and the airline, the airport and the port were built to cash that in.

⚓ Infrastructure bought with a fund that was always going to end

A dredged creek before the oil, the largest man-made harbour on Earth, a free zone, a second port on the open ocean. Concrete and rules that keep earning after the barrels stop.

💧 Water and cold as engineered products

Three thousand years of aflaj, then desalination on power-station waste heat, then district cooling. A country that treats fresh water as a manufactured good, and is very good at making it.

🌍 Openness as a policy, not an accident

Two hundred nationalities, foreign ownership in the zones, and a habit of hiring the best person on Earth for the job. Skills arrive here faster than any school could grow them.

⚠️ THE CRACKS: manufactured water, imported food, rising heat

Nearly all drinking water is made with energy and returns hot brine to a very salty sea; roughly nine tenths of the food comes by ship; summers are getting hotter in an already extreme climate; the hub earns only while airlines choose to stop here; and the country's fortune was built by workers whose rights it is still improving.

Warren nodded at a ghaf sapling in its wind guard, on one thin drip line, planted for later.
At the airport, Fatima pressed one small pearl into her hand. It weighed almost nothing.
The boat on the shore was still there at dawn, exactly where boats have always been.
At home, twenty-three souvenirs sat in a row, each with a thread of light running out of it.

No single hero. A chain. EVERY time.
WORTH REMEMBERING

No ruler built this country alone and no company did it either. Underground channels dug three thousand years ago, oyster banks, a trade that died in ten years and taught the lesson, a borrowed dredger, an offshore platform, a harbour cut out of sand, one circle drawn on a map, two leased aeroplanes, waste heat boiling seawater, the cheapest sunlight on Earth and two hundred nationalities all leaned on each other. Nothing is ever just one cause — and nothing on your desk is just a thing.

EVERY COUNTRY HIDES A STORY.

Japan had nothing. America had everything. An island had a doorway. A continent had the ground. Nepal had height. Switzerland had empty mountains. A peninsula had only its people. A delta had no ground at all. A dry country kept its head. A green island called its children home. One sent its soldiers away. One changed a single rule and fed the world. One sold the machines that build the factories. One built itself out of code. One was given up on and quietly did the fastest good in history. One found oil and saved almost every drop of the money for its great-grandchildren. And this one found oil too — and spent it, on purpose, on the harbour and the airport where the whole world now changes planes. So the compass swings west, right across the Atlantic, to a long country of deserts, volcanoes, jungles and eight thousand years of maize — which happens to share nearly two thousand miles of frontier with the biggest market on Earth. That border is a door: more goods now cross it than cross between any other two countries on the planet, and cars are built by factories on both sides passing parts back and forth. It is also a wall, and millions of families are arranged around it. What happens to a country when its greatest advantage and its hardest problem are the same line on the map?
